I've been using a technique that I found very helpful since junior high, and that was almost twenty years ago! Slow readers often focus on one or two words at a time. Teach him to start focusing on an entire paragraph at a time (literally, focusing the eye on the paragraph, not the word). He can start out by focusing on a line or two at a time until he can do that with his usual level of comprehension, and work his way up to taking in a paragraph at a time. This is also really helpful when scanning a text for specific information -- think of a key word you're looking for and scan paragraph by paragraph until you find it. And he'll have a great time demonstrating his new "speed reading" techniques to his friends!
